In point of fact, the reason she tells her squad not to worry about the ethics of the situation is that the responsibility rests on her and their superior officers. This mirrors the classic Nuremberg defense that "I was only following orders". And we know how that turned out.

Well Tanya is a full fledged Chicago boy and therefore obsessed with rules. Remember Episode 2 when her former self tells Beeing X ho does not want to break any rules? This is the reason why she would never disobey orders but always looks for loopholes in the rules

On the other hand, she authored that paper they used to plan this circumvention of wartime laws in the first place.

I always got the impression from Tanya in that scene where she 'makes light of civilian deaths' that she was actually being facetious and sarcastic in order to get the subtle complaint in about the orders. Remember, in episode 2 she established her belief that war is an unproductive and evil act. Regardless, by making a rather clear, but not direct, statement against orders to attack the city in that way it makes her appear as a more humane type of officer - and we've already seen how much effort she puts into her image.
