Remember how Gon and Killua got their fast track training into nen? Their trainer was just a bit more gentle, but he did the same thing; he invaded them with nen and forcefully awakened them. It is not just a deus-ex machina of giving the bugs a jumpstart, it is well crafted in the power system.

World's "government" (basically) leaves Hunter Association alone with this whole Chimera Ants situation, BECAUSE it wants them to shoulder all the blame while dealing with monsters. Basically they forced Netero to eat shit no matter how smoothly or not this whole operation goes.
