He was screaming because he was muzzled, not muzzled because he was screaming. When All Might took it off, the guy said about two lines and stayed quiet the rest of the ceremony.

I remember the police guy telling All might that he's telling him only about the findings because he trusts all might and not the two who where there with him when he made that call.

2018-05-30 01:58:47 +0000 UTCYou know what's ironic? At the sports festival, UA chained up Bakugo against a pole and even used a muzzle on him. The villains chained him up but treated him like a real person with no muzzle, before letting him go. The villains did that on purpose to show that they treat Bakugo and his mental instability better than UA does. I know it seems that the sports festival scene was for comedy, but Horikoshi actually has quite a long history of making comedic moments with Bakugo actually mean a lot for his character later on.

2018-05-29 20:15:30 +0000 UTCYeah, I think so too. UA is in a really precarious position right now. They're almost in as much danger from public opinion as they are from the VA. It wouldn't look good at all if one of the teachers there for the event weren't present to explain themselves. And they can't explain what the teacher would actually be doing, because then the VA would be put on guard.
