Not sure why you two were so down on this episode. Things being as explained in the episode seemed perfectly reasonable. Roberto didn't know how many bodyguards this guy had. You're operating on knowledge that we have as viewers, and seem to think Roberto has the same knowledge. Roberto didn't know what the security was like. That's why he sent Eva. They explained this in the episode. When the shots were fired between Eva and Roberto, Roberto thought that would lure the rest of the security and decided not to risk further engagement. Dieter had no reason to get Tenma. There were gunshots, he knew Tenma would have heard the gunshots and would be coming to help. If Dieter left their cover to go running through the woods he risked getting caught by the guy they didn't know where the heck he was. Then he'd have a hostage.

I think it was only the one body guard but the wheelchair guy was saying Roberto wouldn’t know one way or the other. Roberto was convinced Eva wanted to kill Tenma so he was banking on that

Then when it looked like she wasn’t going to kill him after all, he shot her (maybe he meant to kill her, maybe not... not so sure about that). But he didn’t know if their was more security or not because the gun he had wasn’t silenced, so he left and considered it a “failed mission”
