It is good that the bros points out the significance of the vice-minister incident. It might seem trivial, but it tells alot.
Reinhard is starting to have doubts if his system of one-man rule is tenable. People in 2nd place and below has no place or position and all problems and decision are placed on the burdens of the 1 man on top.
This system is strong yet fragile. The nation will prosper as long as the leader is wise and capable. By the same hand, the system will instantly collapse when the leader is gone.
Power is limitless to wield and exercise when it is concentrated in 1 person. However, once that person is hooked to the allure of power, there are no means of check and control to restrain him and any display of power is easily seen as abusive and tyranny.
Reinhard has no solutions to address the problems and yet refuses to admit his system's flaws because doing so will mean Yang was right and he was wrong. All he can do now is find a shiny object to keep himself distracted and kick the can of legacy problems down the road.
