Arai literally said "Will you go out with me". It's just that in Japanese, the phrase is basically the same as "Will you go with me" and you need to use context which Haruhi didn't pick up on.

Something that gets lost in translation is the utter indirectness of relationship talk. What he said would actually pass for a confession.
