So, Gevaudan is a town in France famous for it's legend of a man-eating monster called the Gevaudan Beast - which was the inspiration for the movie "The Wolfman" and thus the template for the modern werewolf. So Shishida is as literate as his inspiration, X-Men's Beast. Also, the only reason we have to think Shinso NEEDS to replace a character to join a class is that he himself threatened that this might happen when he was declaring war on Class 1-A before the Sports Festival. There might be a hard cap on class size for the Hero Course, but that might have been him trying to rattle them.
