Regarding Luffy's decision, if you remember previous episodes when Iceberg and Luffy at the shipyard talking about the ship being unfixable. At first, Luffy refused to get a new ship but then Iceberg said "Is that how a captain acts?". It was then that Luffy realised that he need to make a proper decision regarding to the ship since at worst, it can cost his crewmates life (if the ship really fail to sail in the middle of the ocean/sea fight). I'm pretty sure he still remember the promise he makes to the guy with spinwheel on his hat back at Nami's island.

In regard to the Franky reaction, he thought they were just partying as all they could see were the fireworks so he doesn't know his crew has been beat up or that their house has been destroyed

i really like usopp's development in these episodes. his instinct is always to run away. but now he's gotten himself beat up when the money was stolen, and gets up AGAIN to go fight them all alone. this feels like the first time he's truly been a "brave warrior of the sea"

on the subject of the merry's keel, rewatching the series you cringe many times at how many hits the ship takes over the series.

Franky and the girls with the square hair said that they thought their guys were just partying too hard. All they heard was the boom

Yeah, Luffy was really mature in this episode, we tend to forget because of his childish mentality, but at this point Luffy is 17 years old

this is one of those times where Luffy has to be the captin and not just be their friend. sometimes he has to make the rough choices for the well-fare of the crew even if he's not happy about it. this is the best example of that

When you think about it, Usopps attachment to the merry makes a lot of sense. It was given to them by Kaya, who if you don’t remember was Usopps love interest on his home village. And every time it was damaged, Usopp was the one who would repair it. He has put a lot of effort into the merry and sees it as a part of their crew. On G8(which is filler but still shows usopps character really well), he did everything he could to get to the merry and even had an emotional connection with the old man who repaired ships(forgot his name). Plus he saw that strange figure fixing it on sky island so that’s still in his head.
