The thing is Fennec told the kid that the Mandalorian was worth more than she was. She told nothing about how much the Baby Yoda was worth. So it made sense for him to use the Baby Yoda as a hostage to get the Mandalorian. As far as he knew Baby Yoda could have been just a common bounty that was not worth much without Mando.
