The frame/loop after the OP is actually the part where they'll read out their sponsors for the TV version aired in Japan, but the text and voice is removed on the international release, which is why it seems like there's some random thing which plays right after the OP for the episodes. Most anime released now just removes the whole thing instead of muting and erasing the text.
