The thing about the villages' system is that as cold as it is, I can't really come up with a better way to do it and be sure humanity will survive. Like, it's a pretty clear existential threat that humanity faces, so assuming you start from the premise that humanity going extinct isn't an acceptable outcome, what do you do? You could try to set up good mental health resources and training and the like to mitigate the appearance of ogres, but it won't ever be 100% effective. And even a single ogre is an existential threat to the entire area. If you don't get lucky like in the other episode, a single one could just keep killing until they starve. And that won't help with demons either, they're consistently shown to be otherwise well-adjusted people.
