2023-01-22 09:10:58 +0000 UTCYep because to most people he is a supercharged version of Charybdis ... no negotiations possible ... with Demon Lords you can appease them ... if you respect their domains they will generally leave humanity alone outside of specific circumstances ... so yeah to Humanity Veldora is more scary than a new Demon Lord another thing that the Anime skipped ... all the way back in S1 when we first are introduced properly to Milim. Carrion, and Fray at the meeting with Clayman about what happened with the Orc Lord plan ... In the novel we learn that the reason there was a Non Aggression Agreement between the demon lords, of not interfering in Jura Forest, was so that they dont accidentally release Veldora, during a scuffle between 2 or more Demon Lords.

The problem is that they're talking about a True Dragon, an actual living deity, and the only one of the True Dragons that has always acted as essentially a living natural disaster. Veldora has been around since the dawn of that world, and his experience with Rimuru is actually the first time he has ever attempted to understand civilization. Veldora flying over a city without holding back his aura is enough to kill every human in that city instantly. Veldora is absolutely more terrifying to that world's inhabitants than demon lords ever were.
