I have a very different read on Okazaki here. I don’t think he’s playing with Sunohara or making fun for himself or anything. He will make fun of people but he is not so malicious to actively hurt people. You have to remember that Okazaki sees his relationship with his father as one where the responsible adult appears to have neglected his duties and failed in taking charge of the dependent’s situation. And how does Okazaki deal with this? By being abrasive and delinquent and making obviously bad decisions, with the expectation that his father will step in and discipline him or advise him not to do what he wants. But his dad always reacts with indifference and acceptance (remember when Okazaki moved out). So now he sees Mei, a vulnerable child who’s been failed by her older protector, and it’s natural he sees himself in her. So instead of communicating true problem with Sunohara, they are both trying to force Sunohara into being the responsible older brother who tells his sister off and defends her against dangerous people or ways of life. Okazaki is a broken child who wants nothing more than older parental figures to take responsibility, but he can’t figure out how to communicate that except by being intentionally irresponsible. Obviously the net effect is the same: Sunohara and Mei both get hurt. Also Sunohara doesn’t know who Sanae is; he thinks she is Nagisa’s older sister.
