As far as I could tell Touki and Tsurugi aren't actually together yet either, like Akane at the end of S1 talke about how it was still an active thing, things just seem to be moving in favor of Tsurugi.

Akane's character (princess Saya) was originally Aqua's character (Touki)fiance, but since the shipping between Touki and Tsuruji (Kana's character) was more popular they made them end together in the manga... So they casted Akane and Aqua together because they were dating, for a couple which wouldnt end together but end in an AquaxKana
