one thing i never noticed until someone pointed it out to me wayy back when, is that Wakaba leaves Saionji 500yen on a note telling him to buy lunch with it at around 7:40(in the episode). later we see Wakaba looking at a wooden box while Saionji is carving at like 9:42(episode time) with a price tag of 500yen. he bought the chisels to make her the hairpin out of genuine gratitude instead of buying lunch, which just goes to show even more how special it was to her. my heart breaks a little for Wakaba every time I see this episode because even after all this you just know that the story is never going to give her her due, she not even in the opening, and at the very end she just accepts it returning to a cold and empty home how that her time in the sunlight is over.

I do think Saionji was being genuine with Wakaba. That's what makes this episode so compelling, the humiliation of his circumstances and Wakaba's kindness start to change him into a better person. But when he's presented with an opportunity to return to his former status, he can't resist it, like an addict returning to a familiar habit. Mikage demands the hair pin as his price to restore him. Saionji gives it to him despite knowing it meant a lot to Wakaba and we see him slid back into his old persona. Also yeah Saionji is waaaay too closeted to know he's love with Touga.

& the anime is much better than the manga in Utena's case, imho.

So according to Wikipedia, it isn't a manga adaptation. The anime and the manga were produced at the same time but the manga started being released in a magazine roughly one year before the show aired. Unsurprising given the relative amounts of work that goes in to each medium.
