He needs enough power to control all of them or they all fight each other and innocents get killed. Ketil gets caught in the crossfire but he's not innocent he uses his power to control his workers and slaves why should he not expect Canute to do the same with him? And at the end of the day, what should Canute do let another king kill people for their ambitions or sit and do nothing to move the need to a better future because the means don't justify the ends
