I don't see this as a different cultural thing? Because in the manga (minor spoilers), once the festival happens again, Hachiken learns his lesson and turns down people's requests for him to help them so he can focus on his specific plans for the festival. The reason nobody in the school calls him out on overworking himself is that they're the ones piling the work on him? And then the reason Mitsuki doesn't call him out is that she has a similar problem of keeping her worries and troubles to herself for the sake of others (ie, her wanting to work with horses, but instead keeping quiet and inheriting the family farm.)
