also, no, these are innate talents the people have. the Alan Institute just uses their resources to support them in bringing their gift to the world. in Chisato's case, she has an artificial heart. her eye sight is the talent they wanted to preserve by giving her said heart. they aren't making superhumans at all. XD
Possibly a stretch, but perfect balance could totally be a natural extension of enhanced hearing, depending on the mechanics of the enhanced hearing. Your sense of balance is based on your inner ear, so if you have special ears, you could have special balance as a result. I don't think Alan implants additional abilities into people so much as enable them to utilize what they have naturally to the greatest possible effect. Chisato's heart makes her stronger because she doesn't experience fatigue the same way that most people do (no heart pounding, much less cardiovascular exertion, etc.) but it isn't like, the point. Chisato was a freak before she got her heart, if we're going by the flashback of little Chisato outperforming an entire platoon of older Lycos at the radio tower (take this with a grain of salt, as I'm not totally sure when she actually got her prosthetic heart). Her being artificially stronger wasn't the goal, it's just an incidental side effect of having a tireless heart in combination with an absurd level of natural talent.
