It's not at all, a lot happens from start to finish and it has reasonably even pacing too - a better way to put it is to say it's a movie of exposition, which is more accurate. Really good exposition, but exposition all the same. Funny enough I rewatched part two last night, and it makes part one look kinda trash by comparison, which you could argue highlights the "problem" with part one.
