And fyi, for anyone new watching who may be confused, the Gov pretty much kills anyone and takes what they have, that's how Woodbury is so stocked up. He'll also keep ppl he finds weak around, that he can control and will kill anyone who may not like what he does or challenge him (the military/helicopter guys being good examples of that). He's basically a modern-day conqueror. There's no reasoning with him. It seems he may've been different in life before the apocalypse, but he's a totally changed man now. He has no real love and attachment to the ppl in his group (which is very different than our group, who now see each other as family). He's power hungry and definitely quite an adversary. Makes the whole problem we had last season with what to do with Randal or Shane seem like child's play lol.
