Grisha inherited the Attack Titan from the Owl (the secret Leader of the Eldian Restorationists in Marley) . His mission was to infiltrate the walls & take the Founding Titan from the Royal Family. He succeeded in this mission & passed down both the Attack Titan & The Founding Titan to Eren.

He doesn’t have access to the Founder’s higher powers without being in contact with Royal Blood. Zeke has Eldian Royal Blood. Titan powers are amplified by those that have Royal Blood in their veins. Which is why Zeke is able to sire obedient Titans with his spinal fluid & activate them with his Scream.
