Uraraka boots
Need
Shoes
Scissors
Eva foam
Heat gun
Contact cement.
Plasti dip
Paint / fabric if you choose.
Silicone (Alex fast dry)
What to do.
Line the edges of your shoe with Eva foam to a point where they’ll be obnoxiously bigger.

Contact cement heated to a bubble on the foam will old the foam together much quicker and more stable.
Cut the shape of the foam to match her boot shape use the heat gun to form the front boot indent.

Make sure the back shape is right below the back of your knee so you can bend your legs still.
Once you have both shapes cut out use the contact cement and heat gun to connect the pieces.
Then use the silicone to fill the creases and ugly holes you may have.

Wait for that to dry. Then spray the entire boot with plasti dip.
Wait for that to dry and then begin to paint your boots. Make sure to color match the paint or fabric with your suit.
Hope this helps or gives you an idea.
