She's a perverse eldritch off spring deity. As stated in the anime, those "goats" are her off spring. Their appearance is actually pretty faithful to the canonical lore.

There are so many scenes that should be incredibly hype, then some absolutely god awful CGI appears and it turns into a comedy. As much as I've enjoyed Overlord, and do still enjoy rewatching it, it's such a disappointment to consider how much better it would be if they just didn't use CGI. Or, at the very least, actually spent some money to get some good CGI. They use it FAR too much and it's always of such poor quality.
