He’s literally being dragged through it so he can’t build up enough heat as it is. Trying to use fire while submerged in water just doesn’t work. And Bakugo does care. He takes being a hero seriously and he knows not to kill. The fact that he always says he’ll kill somebody and literally never does should tell you that
