He is so cringe and doesn't even know it and his translator has like Loid level bluntness. I think I gasped when I heard Komi-san talking that much. It felt like a throw back to the first episode where they were doing all the talking on the black board, but now it upgraded to the phone.

Sometimes characters will say it out loud for comedic effect. The show seems to play the OP song anytime there's a "romantic" scene between two characters. They've done it a few times with Tadano and Katai, and this time it was when Naruse thought he had a shot with Komi. And yeah, Naruse and Kometani are some of the best background characters in the series.
