It's stretch, from 300 to Gintama final. It's everyone's fav part from Gintama. Those arcs are truly masterpiece it's why Gintama highly praised from others and high ranked in anime sites

The anime you were thinking about was Shirobako which is about anime production. The one about manga publishing was Bakuman which they name dropped in the episode.

Fun fact: Police are called Omawari(+san) meaning Patrolling person and Mimawari-gumi literally mean the same but they are considered elite and historically the latter were responsible for only protecting the bakufu and the government body (they don't care about common crimes). For this reason and the origin of being formed by Shogun's retainers gave them the elite status. (Mi=To see, mawari =Patrol, Gumi = group) During the Edo period, Japan's capital was Kyoto as Emperor was in Kyoto. So, Kyoto Mimawarigumi mainly covered the government office district including Emperor's imperial palace and the area around the Nijo-jo Castle, while Shinsengumi covered towns for merchant class and amusement centers such as Gion and Sanjo.
