Since this outfit as well as Trailblazer and Storm Ranger outfits are part of preorder boxes system, implemented by game devs, for some players some boxes woun't be available by default. To fix this, pls use my updated "All Pre-Order boxes unlocked" mod. (See in Attachment to this post).

This outfit is the one, which comes from preorder bonus boxes, and if for some reason it was not obtained in the begining of the game, here is one of my mods that can help "All Pre-Order boxes unlocked" https://www.nexusmods.com/horizonzerodawn/mods/272 Let me know if you able to get this outfit with this mod.
