The founder has spent probably over 100 hours and incurs consistent hosting costs to maintain the infrastructure. I have spent a few dozen hours writing and maintaining a discord bot. I and other admins donate our time organizing weekly playtest sessions and moderating over internet misfits, many of which are socially challenged to some extent. We all do this purely for the love of the art form and to provide a space for people to engage in this niche hobby. There is no way you could just conjure this up from pure capital. It has to be free and we have to love it.
