Title: Railed

Amatui glances up in surprise, his glasses almost falling off due to the sudden gust of wind as he promptly stands in attention and bows to the towering, dark-skinned, and bandana-wearing figure. Blue lightning dances around the Third Raikage as they steadily settle down, disappearing away but unable to leave the man’s gaze with how piercing the Raikage’s lone eye seems to be.

“Any news?” A walks past Amatui, settling on the large sofa with his arms on the back.

“News about what, Sir?” Amatui frowns, returning to his seat, where he tackled the paperwork for three days. He wishes he could say his importance bordered Dodai’s prestige. However, returning from the research lab and losing two of the most valued research materials left Amatui with little to nothing except the teleportation Jutsu researched in his clan.

“Never mind,” The Raikage narrows his eyes, exhaling with apparent exhaustion. Not many things can tire him out, but listening to a certain distant Hyuga’s rant does get on one’s nerves eventually.

‘It absorbed Ichibi,’ A closes his eyes. ‘Next is Nibi.’ If possible, he wouldn’t want to sacrifice Yugito. It’s not out of any sentiment. For the Third Raikage, it’s all about risks and rewards. He didn’t reach his position without appropriate risks, even if it meant shaking hands with the devil. Or, in his case, shaking hands with Gold and Silver-Haired devils before betraying them after they served their purpose.

Oh, those two were devils, alright. The recollection of the brothers fills A with a state of uncertainty.

‘So much to learn and explore,’ he thins his lips. ‘We never did replicate Kinkaku and Ginkaku’s results of creating pseudo-Jinchuriki by letting others feast on a Biju’s flesh. Hmm. But we managed to procure the first instances of Black Lightning through those experiments.’

Calling it an experiment was sugarcoating many grimy details.

As they say, if the shoe fits.

‘Speaking of Jinchuriki, Suna must be reaching for the shadows. If not for Iwa, it would have been easy to rally other villages against Kumo by spreading the information I snatched Ichibi’s Jinchuriki. The young Kazekage must be sharper than he looks or had an excellent counsel because leaking the news would definitely start the war, but not against Kumo. Iwa will strike Suna with all they have, unleashing the Gobi’s jinchuriki without reservations. Even if Suna survives, the fatal losses will leave the Kazekage unable to negotiate any favorable terms for an alliance.’

The Raikage’s brows sink, ‘If not for Hiruzen. He is one Kage that would rather approach Suna in such moments of weakness, lending a hand for atrocious prices. That wizened bastard never does like someone or something ending cleanly but prolonging the inevitable.’

Oh, in some manner, A admires Hiruzen. Mastering all five nature releases is no easy feat, and the Third Hokage stands proud even amongst many other Kages. But the Raikage can simply never accept Hokage’s administrative policies. Not only the third Hokage but his Predecessors were just as infuriating—handing out the Tailed Beasts, alienating one of the most influential Clans out of fear, and letting the other Dojutsu Clan maintain its feeble sovereignty when their use would improve Konoha by several folds.

A man commits mistakes, but such levels of blunder seen from an outsider’s perspective push A to strive harder and squeeze every bit of efficiency out of Kumo.

Yet, the man isn’t content. How can he willingly work under someone else? Chances are, his ‘employer’ fully understands that he will strike the second an opportunity presents itself. And after seeing that statue capable of devouring a Tailed Beast, it’s right to say that he has ideas for it.

“Did the Chinoike Clan raise any ruckus while I was busy?” He breaks the silence. The lack of any report obviously means nothing interesting in his absence. Unlike what Amatui believes, the Third Raikage values talents like Amatui with enough understanding of Chakra and its application to create a teleportation jutsu from scratch, even if it isn’t remotely as efficient as the Hiraishin. So, it’s better to keep Shinobi like Amatui feel valued.

“No, Lord Third,” Amatui adjusts his glass. “The Senkage sent another Shinobi for us to foster while you were away.”

“Hmm, it’s the sixth time,” A mutters.

“Indeed. I had D conduct the assessment while T confirmed the kid’s background.”

“Good,” A opens his lone eye, the other covered by his eyepatch. He is sure others foster doubts about why he covers his left eye when he already recovered his right one. Alas, they can only ever guess.

“Was it a Chunin or a Jonin-level candidate?” The Raikage keeps the conversation moving.

“A Jonin, Sir. But he’s inexperienced and cocky.”

“Nothing a few serious missions cannot change,” A closes his eyes again. “Also, call for Yugito.”

‘Might as well get this over with,’ A sighs. The Raikage IS intrigued by the plan laid out for the world of Shinobi, but it isn’t a world carved from his ambitions.

‘I could plant a seal within Yugito. Hmm, but what would that achieve? The issue is the seal present inside of me. Still, I will have some time after handing Yugito over. The other Jinchuriki won’t come by easily since the news of Ichibi’s capture will eventually spread.’

“Anything else, Lord Third?” Amatui inquires as the man nods. “Convene the War Council.”

Amatui’s eyelids jump in surprise as he nods and leaves the office to make appropriate arrangements.

The last piece!

Kai wishes he could credit it all to Mito. Truly. He wouldn’t even feel bad if Mito already had an answer to his problem. But the unnamed Seal that allowed Kyubi’s reckless division was the trigger Kai needed to extrapolate a brand new Fuinjutsu with the [Chakra Origin Seal] as the foundation.

Now, Kai can revert strings of chakra into their material form. So, Kai can return the Sharingan and Byakugan in his [Chimera Cursed Seal] into eerie eyeballs. But that is his limit. The original purpose of creating the [Chakra Origin Seal] was to study the language of the chakra itself and understand its depths in its most primal force. He is still far from reaching those heights. Instead, skill extrapolated by his trait was a seal that merely acts as a medium between chakra and material form.

But as he said to Mei, beggars can’t be choosers.

‘Just need to wait for Yonbi’s recovery. I can only focus the major extent on my chakra on one major task,’ he muses. ‘But that doesn’t stop me from using the seal to progress my plans.’

Grinding the skill may be too taxing for the current him, but using it once or twice wasn’t noteworthy. All he needs to do now is configure himself in Chakra. It should be easy, right?

‘It’s already night,’ Kai, all around the mainland, sighs in unison. It may not look like it, but practicing the Frog Kata nonstop does prove a mentally challenging task. It’s not much for his body due to his insane stamina regeneration, but performing the same Kata is undoubtedly bland.

Yet, Grind is Grind.

‘Heh. All that is left to return to Konoha and enter Mount Myoboku with Minato.’

Except for the pending meeting with the Snake Sage proposed by Orochimaru, things are looking up for Kai.

He completed his Succession Quest by earning Uzushiogakure’s trust through ‘hard’ work, chakra-infused oils, and unadulterated massage skills. He infiltrated two of the four major Shinobi villages and finally found the key to further his once-stagnated aspirations. Oh! Did he mention becoming Yonbi’s jinchuriki, earning enough affinity to train Lava Release, and getting Myoboku’s Toad Sage’s permission to prepare their ways of Sagehood?

And all this in a matter of few days! A little over a week, tops!

Things were going a little too well for Kai Kuroyuki to crinkle his eye and sit up from his bed. He notices a chakra spike from the Raikage’s office before everything falls radio silent. He expects many other sensors to feel it, too.

‘That was a Tailed Beast,’ Kai stands and dresses in dim clothing, ignoring Kumo’s striking white vest in fear he would tarnish it before flickering away.

He had little impression of Yugito Nii, but he undoubtedly is interested in the happenings with Nibi’s Jinchuriki.

‘Did she lose control?’ He muses. It was possible when ravenous enough. But as usual, Kai kept his empathy ability on his sleeves. He sensed Yugito’s mortal fears before her sensation disappeared altogether.

‘And to make the Third Raikage feel regretful? It’s bound to be intriguing.’

It’s been three days since his arrival, and not even his current team could arouse such a reaction from Kai. Again, why would a team entirely comprised of strapping men ever attract his attention? There used to be females in a squad during his time. No wonder Konoha prospers despite everything.

A carefully rolls Yugito’s right sleeve back till he can inspect the blue ‘Iron’ seal on her right shoulder. Like Hachibi, the Iron Armor Seal confines Nibi within Yugito. In a rare moment of respect for the girl’s determination to perform the duties of the Jinchuriki despite the accrued hatred within the Village due to other’s losses, the Raikage allows himself to pat the unconscious girl’s hair.

It’s hard not to admire such grit. The previous Jinchuriki was nothing compared to the young Yugito. It’s one of the many reasons A afforded Yugito the right to choose in certain situations, including questionable missions from Nobles. It’s also why he calmly stated her coming fate this morning.

Expecting violent refusal at the prospect of Death, the Raikage calmly dismantled Yugito before she could even move. Jinchuriki Yugito might be, but Tailed Beasts are not the most powerful aspects of their world. If they were, A wouldn’t have been able to wrestle Hachibi on several occasions.

Personally, A wouldn’t hand Yugito over until they acquired Sanbi, too. Yugito could continue to be of service that way. But he didn’t have a say in this matter.

‘If only I could stab and crush my heart,’ The Raikage mourns his inability to do just that due to the seal. It was as fascinating as it was infuriating. But that’s the way of their world.

There’s always a taller mountain and more law-defying Jutsu.

“Feeling sentimental?”

A hoarse voice echoes as a figure in a dark cloak emerges from the office floor. Strangely, a flytrap-like growth framed the figure’s side from the collars. The hood shifts back to reveal a man bifurcated by black and white. The right side is black, and the other side is white. Short green hair carpets his head, and two yellow orbs stare at the Raikage.

“Ita confirmed that Suna sent multiple squads into the Land of Lightning,” the figure stares at Yugito. “Do you want us to take her away and continue?”

‘There’s a half-black cum-man?!’ Kai almost squeaks in surprise. How many are there? And why is the cum-man half-black? Did he just decide not to be completely black?’

‘Also,’ Kai observes everything while sitting on the roof, entering his Sage Mode. Since the clones are from before he became a Jinchuriki, they aren’t Monkey-Dragon Hybrids yet. And it’s not like the clones are wanted for chakra with how his Sage Seals are on each of their foreheads. So they can stay in Sage Transformation for a considerable period.

‘Why are they talking about Suna? Why would they be sending squads into the Land of Lightning?’

“I will bring her myself.” Kai hears the Raikage retort calmly, noticing the bubbling frustration under the Kage’s hard exterior.

‘Kumo is working with the cum-men? I was under the impression the cum-men were out for chaos. Could it be?’ Kai’s gaze glimmers. ‘Did the Raikage get himself under that Cursed Seal?’

He cannot sense the seal unless he works on someone’s heart, so Kai can only guess.

‘And why do the cum-men need Yugito? I’d question their motives if they had dicks. But they don’t. Wait, it only makes them more questionable!’

The venus flytrap of a cum-man dissolves into the floor as the Raikage calmly places Yugito on his sofa.

Kai cocks his head as his senses screech for some unknown reason. He can sense utter violence brewing within the Kage—not against the cum-man but—

*Bzt*

A dark fist coated with menacing black lightning smashes into Kai’s face, his skin hardening breaths before the impact as his body flies kilometers away in seconds!

‘The— WHAT?’

*Crash*

His body embeds within a mountain, digging deep until he finds his and every clone’s brains resetting.

What the hell happened?

How the fuck did the Raikage notice him in Sage Mode?

That’s a ‘Right’ exclusive to other Sages only when Kai isn’t actively trying to hide from them.

Unlike his fist, the Raikage is unimaginably light-footed despite his frame. His sober voice echoes from the hole’s exit.

“Have you ever touched a cusp of something Mighty?” The Raikage slowly tears a giant chunk of a boulder, widening the hole to allow Kai a proper look at the man coated in black lightning, which cannot hide the prominent veins bulging around the man’s left eye.

A Byakugan. Well, Kai noticed that already.

So, the Raikage must be the ‘Leader’ joining after Mukai.

“You must have,” the Raikage ponders. “I can feel it. Every pulse in the atmosphere, every snap of nerves in the villages. It comes and goes. It leaves me numb for hours, too. And I felt all of ITS concentration in your being. Claws and scales, horns, too—a reptile? No, the Dragon. Kai.”

That surprises Kai further; so much for a mask and keeping his identity safe.

“Dodai didn’t have any recollections of you barely manipulating Nature Energy,” Kai chuckles. “A word of caution—you shouldn’t beckon Nature Energy without proper training. You might contract cancer. Or worse, erectile dysfunction.”

He slowly pushes the mountain from within, tearing chunks from the other exterior through brute force alone and creating enough space to stand.

“I don’t suppose you kept Dodai alive,” The Raikage narrows his eyes as Kai goads the man, “Him? He begged for me to kill him.” These are all lies, but why not try and use them?

“Dodai doesn’t beg,” a vein inflates around A’s temples.

“Dodai never met me before,” Kai shrugs with ease, his mind raking various possibilities to make the worst possible infiltration attempt somewhat viable.

“No matter,” Blue Lightning dances around the Raikage before transitioning into dim black ones. “I’ll have you stay and understand the secrets of your Jutsu. It IS Sage Mode, right? The Legendary Jutsu that made Hashirama the God of Shinobi.”

“My secret? It’s simple.”

Someone taps Raikage on his shoulders. The man turns in surprise to find Kai’s clone standing behind him.

No. Not a clone.

It’s a gen—

A senbon needle breaks on his skin before a decisive fist sends the Raikage flying, followed by a flurry of punishing strikes AND blades. The latter, despite chakra infusion, barely works against A. But each strike hurt the Raikage, warming his blood with a strange emotion.

*Bang*

His body smashes into one of the many restricted valleys.

“You ask if I ever touched the cusp of something mighty?” The Dragon’s voice leaks into the Raikage’s ringing senses, “Here? Have a taste of it for yourself. It’s mighty.”

A/n: I usually write in a way that prioritizes the natural progression of the world-building itself. I planned Raikage VS Kai later, and also when Kai is slightly pressed due to other situations to make the fight a little more exciting. But given the progress, Zetsu would never wait for a second if he could have another tailed beast absorbed, forcing the Raikage to hand Yugito over. It made me write Raikage VS Kai now. Fortunately, I have other things I can add to give more flavor to Kai’s usual cocky nature and the underused Third Raikage.
