If that were the case, they would basically be babies at the start, unable to talk, use a computer or do anything they learned in their outtie lives. They knew exactly what to do in that "tent." The reason Mark and Helly are able to flirt and fuck like adults is the same reason Innies Irv can drive and is the same reason Innies don't have to learn to use a computer or a copy machine or an elevator or use silverware or.... you get the point. The Innies are not a blank slate. When Helly first woke up, she asked Mark if she was being grown as cattle for food. That concept is obviously one that arises from a life of experience, even without memory. She is basically an adult woman with amnesia. Memories =/= skills.
