I always assumed the council figured the slayer would follow their every decision without question. Like, let's say this test happened to Kendra? If Kendra had never met Buffy I feel like she'd have just accepted it. Granted knowing Buffy clearly changed Kendra in the short time we knew her but before that she was definitely under the council's thumb.
Then again, they also may have just assumed the slayer doesn't typically past the test and they'd just get a new one they could influence easier.

I said in one of the forums, and got shot down over it, that the council was just like a group of boxing promoters. Everything is a commodity. I don’t know how they would expect a slayer to trust her watcher ever again after that ridiculous test. The council sound like a bunch of OWM making up real life horror movies for grins. - that’s not creepy.

You 100% right. They don’t prefer the Slayers to go beyond 18 so they are controlled easier! Very insightful as usual Sofie!
