These schools are not usually settings for manga/anime MC's. That's usually a college prep school. This type of HS in old school manga/anime was where all the delinquents attended and are still depicted as having more tolerant rules or enforcement.

Japanese do tend to value humility and modesty, even with things such as exposing the shoulders or midriff in public. However, in schools some girls will roll the bands of the skirts to make them shorter to try and appear to have longer legs. Having longer legs is seen as very desirable in Japan, along with having a bigger nose, rounder (and bigger) eyes, and pale complexion.
