Idk if it is spoiler since its stated clearly back at volume 1/arc 1 but totally skipped in anime so.. What he said is his real wish, that is to change the ENTIRE WORLD's common sense that Flahm is an inferior race. That common sense had rooted up too deep into the world that even in the Empire (Levetia's biggest enemy) its already treated like a normal common sense for everyone. That was what shocked Gruyere, because his biggest wish or monster as he says, is to change the entire world just for one girl. And for more background, in arc 1 it was also stated that accepting a Flahm partner is a norm for every Royalty members, like Ninym is Wein's partner and Nanaki is Falanya's partner. Natran is literally the only country that accepts Flahm because of that tradition, but even that is only limited to the Royalty and few groups of people, as there are tons of anti-Flahm activists everywhere inside Natra, including some high ranking nobles there. Of course that was also skipped in the anime.
