You mentioning how they have to get "the top" made me go down a huge rabbit hole about the ";" (Science Adventure) series and the Committee of the 300 (not a steins;gate spoiler dont worry) and how connected all the shows/games are. I didn't know the world of steins;gate was this extensive till now despite how big a fan I am of it.

This isnt a spoiler or anything since the anime never really explains it because of adaptation time constraints but in the Steins;Gate visual novel the Committee of 300 controls SERN. SERN is like one of their sub branches. Which the Committee of 300 has control over. The anime mentions their name once or twice early on but without the context anime onlies cant put it together. The committee of 300 are the main villains in the 'Science Adventure' universe ( All the ";" visual novels are part of that series and all exist in the same universe. Steins;Gate was just the one that got popular with a great anime adaptation)

There is no one on top its just SERN as company itself what is the main villain in the background The ending got me really hard realizing he has to choice who will die
