Because they were talking about Holy Kingdom (Ainz's Kingdom gave food to HOLY KINGDOM not Theocracy). Why they giving them food will be explained in Holy Kingdom Arc. Holy Kingdom arc should have been between dwarf kingdom arc and current arc but they will put it in the upcoming Movie.
