It was certainly about trying to get a certain quality of mage to join for the Battalion, but Tanya was deliberately making it much more difficult to pass than necessary because she was trying to stall as long as possible so she wouldn't be deployed to the front lines. When she was told to speed it up, she figured she would use modern military training techniques to rapidly train up soldiers to a fairly hardened status and she actually high-balled it. She asked for a month when in the timeframe of WW2 in our world, they would be pumping out recruits in as little as a week of training. She also was going for a hard training with a high failure rate, pushing as roughly as she could get away with in order to cause dropouts as much as she could manage. Problem was, she was inadvertently TOO efficient at training and charismatic enough that they stuck through it all and came out as an elite force.
