That's actually pretty fair to say. Most of the first season character arcs were pretty short all less than 6 episodes each. Ban is still in his arc and it's been like that since maybe episode 2 or 3. The S1 arcs were about Fushi learning and growing from these others but S2 is showing the others learning and growing.
