Yeah that's pretty much it. It's not really made clear in the anime since they didn't develop that much on Iris, but the fact that she is affected by Cid's feints is a testament to how actually strong she is. From his small movements alone, she could recognize instinctively that each feint was a potential killing blow she couldn't have reacted to. She is one of the few strong enough to see the summit, but not strong enough to reach it.

For as long as Iris has known about Shadow's strength, she's refused to acknowledge it as real. She's always claimed that he can only be that powerful because of some artifact. She fights him as Mundane, and recognizes that Mundane doesn't use an artifact, that his strength and skill is all his own. She left herself with no out to hide from reality now that Mundane has unmasked himself as Shadow, she has to accept that Shadow really is that powerful.

The stronger you are the more skilled you are at reading your opponents next moves to a point where it becomes an instinct or a reflex and Cid is basically just telegraphing his moves but never executes them. Weak opponents who cannot read your moves are immune to this type of "mental attack".
I think when Cid and Claire were sparring in one of the early episodes and he shows us, the audience, what he could do and then proceeds to lose on purpose to fool his sister, he accidentally telegraphed some of his moves and that is why Claire could feel something on her neck. But that is just my theory, it's been a while since I've read the novels and I don't remember how much was explained.
