Bloomers were the standard PE outfit for girls in Japan in the 90s (believe it or not, the practice was in US schools as well although ended much earlier vs Japan). It was also the subject of many porn material, which is what Leo was referencing. However, the point of the scene is to remind you that this is a post apocalyptic world (remember in ep1 they mentioned global temperature drop and 20yr world war dropping population down to 3 billion). The fact that Tatsuya did not recognize what a bloomer is is evidence to that (as most if not all Japanese ppl would still know what a bloomer is today) as well as the fact that the current culture within the series is waaay more modest than it is in the current rl world. Regarding the "I'll do it" scene, the reason why is because it would look better for Tatsuya if the test was done for a third party vs Saegusa who nominated him and clearly has a vested interest in evaluating him positively, not that she would lie about it, but it can bring up questions of that nature. Yes, Hanzo Hattori is the one who was rude to him in the first 2 eps and who Tatsuya defeated in a duel in a split second. This scene shows that his opinion of Tatsuya has clearly changed since then as he voted in favor of Tatsuya here.

In order not to spoil things, I'll just say that the story is just beginning and the relationship between the two is not what you think. There's a very good reason she's so attached to him, and it's definitely not what you're thinking. (She didn't like him when they first met. But that won't come until much later, stay tuned) Unfortunately, the beginning is also very long, which many do not like. But I can assure you that there will be a lot more coming soon :)
