The 4 emperors don’t really care about trying to work together. They’re just the 4 most powerful pirates in the new world. They’re all still enemies at the end of the day. What do the other emperors care about a crewmate of one of their enemies?

It's similar to how you would view a weapon; it's not the weapon that's bad but the one using it.

Though we as the viewers see the Navy as the bad guy since Luffy's a pirate, logically speaking the Navy is the good guy here. What the revolutionary army hates is the corrupt world government, and furthermore understands that the navy is a vital existence to keep the peace of the citizens, which is also what the revolutionary army wants. For the Garp admiral thing, the world government was the one that ordered the execution of Ace, so there would have been nothing Garp can do even if he was the fleet admiral.
