There are millions of pirates roaming just the grand line alone, let alone the whole world, and yet pirates that are good like luffy can most likely be counted as less than 100. Meanwhile, the other millions of pirates loot, steal, rape, murder, enslave, and destroy thousands of islands all over the world.

Shanks who is a Emperor like Whitebeard basically vouched for Luffy, by giving his Arm for Luffy and his Hat. And like you could see in this Episode, Whitebeard knows of the D and wants to see how the Future will look like based on Luffy's actions right now.

There's a reason why mostly pirates have it in the end-game areas, because they all pile up to the end-game area & the pussies don't get that far, so it reduces the amount of fodder 99% people from the total pool as is, because only the most serious & OP pirates are left behind by the end. Being a lapdog like a navycuck means you truly aren't likely to possess the required qualities, thus you can't get Conqueror's Haki. Did you already forget Doflamingo's speech?
