I think Stigma finds a bunch of broken people and returns them to the state they were in when they had arrested development and "stopped" in time so to speak, which ergo usually are children. And people that for whatever reason hate the world for treating them unfairly. For the Mother she probably had similar troubles finding a job if she was also an orphan and was bitter at not being able to take care of her child, her alcoholism was obviously an escape from her problems.
