Actually the Emperor Dragon CAN do that, because it's on a similar place in hierarchy as Fitoria is, but for the world that Kizuna got summoned into, so it's intrinsically tied to the system as a type of server guardian type of thingie per se. It's just an asshole unlike Fitoria is because of personality & other life circumstances from birth etc. Also Wyndia being the zombie dragon's daughter makes sense since 1-2 episodes ago the rat bitch said that dragons can basically fuck any type of species & produce viable offspring, that's just how broken they are as a species (so presumably even the inferior dragons can do same type of shit, not just the heavy hitter bois like zombie dragon & Emperor Dragon)
