However, you have to take into account that a new great pirate era has sparked due to Whitebeard's last words about the one piece, which would encourage to pursue goals that seem to be more like dreams. It's just like what Blackbeard preached to Luffy in Mock Town in the island of Jaya.

2023-12-09 16:52:39 +0000 UTCI don’t think every pirate wants to be king of the pirates. I do think every pirate wants to be great tho. I think that in this day and age most pirates have the same mindset as bellamy. They want gold and riches and not dreams that might not be real.

Sure there are exceptions like Whitebeard, but I guess Pirates like that are few and far inbetween. So thinking that All the Emperors want to Pirate King is a valid assumption unless you learn otherwise.
