So, some historical context that maybe some missed because we usually dont know about the history of japan (no spoliers) So the president guy was a real very important historic figure that was assassinated by the 7 samurais that the anime shows. But in here they change it so it was really assassinated by shisho and the other guys take the credit for it. Shinsengumi was almos like the Police force that serve the Shogun, and the Imperialist (Kenshin side) were trying to take down the shoguns (it was more complex than that). Kenshin feels sympathetic for the Shinsengumi because at the end of the day, both were risking their lives for what they believe was best for all. Saito is now an undercover officer and he had 2 missions, evaluate kenshin and find how was killing (the black hat incident) thats why he was doing, he wasnt evil per say but is the kind of person that believes the results justify the means. And would kill anyone who he sees as evil. At first Kenshin was a assassin, he was killing people in the shadows but later he became the "bodyguard" thats when they start knowing him as hitokiri battousai, but when that happen Shisho took his place as an shadow assassin.
