He's apparently even better than the 2 (well 1 now I mean) Restrainer types that Union has, since their abilities based on their explanations DON'T work on inanimate objects (since they are essentially mind control types of things where they prevent the target from moving as they normally would, but since bullets don't think, they can't be stopped by mr combat nutjobs, and the one who got pepsi'd can't even do that, he can only paralyze your muscles essentially so you can't move out of his hits etc, but since bullets don't have muscles...)
