Just to share some points, The whole story revolves around the cat, the light (wish), and Misae. So basically, the real Katsuki holds the wish and just before he passed, he wished for for someone to grant Misae's wish which turned the cat into a person thinking he's Katsuki, and also the reason why the bag is already empty. Now during the festival, Misae said her wish which basically means that it is already fulfilled, which I think is why he turned back into being a cat? At least that's my take on it
