The sun logo was designed to cover the celestial dragon logos. So you’d never know if a fishman with the mark was truly a former slave or not

That´s why he says the Change needs to happen with the new Generations, like Koala or Fishmen Children. So he can´t bring himself to take their Blood, but he wishes for Change .
