Like when the navy or another group of a lot of people are involved, they say those things to report it to people in charge or to just to let others know what to watch out for in case they did not notice. Like when stuff was falling from the sky at marineford. And they also tell the backstories from the point of view from the person telling the story. Like everyone watching knew hordy killed the queen but jimbei did not and he was telling the story.
