It seems like that hunting the Immortal Nine is just a part of the background settings which leads up to the main story. Since there are too many new things to cover while many plot points from before haven't been properly laid down, I think that making this series a 2-cour from the get-go would've better served the story that the studio wanted to explore. Too much ideas clashed and presented at once can definitely be confusing to watch though.
